Defense Support of Civil Authorities (DSCA)
In response to requests from civil authorities, the armed forces can support state and local governments in accordance with law and DoD policy. Military operations under DSCA must be formally approved in most cases before the military can intervene. However, DoD can provide immediate support during no-notice or limited-notice incidents in order to “save lives, prevent human suffering, or mitigate great property damage.” Other operational requests such as support to special security events require formal approval processes but still fall under the DSCA purview (for more on defense support of special events, see DoD Instruction 3025.20). Military forces providing DSCA often interact with law enforcement, especially during incident response or high-profile security events. Given the sensitive nature of military involvement in law enforcement domestically, DoD Instruction 3025.21—in conjunction with Chapter 15 of Title 10 USC—establishes the guidance for what the armed forces can do in support of civilian law enforcement.

The power of Falun Gong”, documented the stark contradiction between Falun Gong’s professed Buddhist-based belief system of “spiritual growth through disciplined practice”, and the accounts of former practitioners, who alleged dangerous and divisive teachings.

Falun Gong’s Anglo-American establishment connections
Interestingly, right-wing mainstream media promoters of Anglo-American foreign policy, including Sky News, Andrew Bolt, and The Australian, denounced the ABC exposé. This Anglo-American establishment support of Falun Gong is not exceptional—there is ongoing collaboration between the spiritual organisation and the neoconservative, pro-war establishment, well funded by US government money.
NFACR board members, Maree Ma and Dr Wai-ling Yeung, were also receiving funding from the US government, through their official roles in Decode China, a new Chinese language news site which shared a business address with Vision China Times. Decode China received US government funding through the Institute for War and Peace Reporting (IWPR), a strategic partner of the National Endowment for Democracy (NED), which was established in 1983 to fund regimechange insurrections previously funded by the CIA. IWPR also funds ASPI, through a recent payment which was never publicly declared.

Immigrants from Mexico have recently, for the first time since 1990, represented less than half of the undocumented population. According to Pew, in 2017, about 4.95 million of the 10.5 million undocumented population were from Mexico, 1.9 million from Central America, and 1.45 million from Asia. About two-thirds of undocumented immigrants have been in the U.S. for 10 years or longer. In 2017, just 20% of undocumented, adult immigrants had lived in the U.S. for 5 years or less.
In contrast to the President Trump’s rhetoric about building a wall at the Mexican border, illegal migration has shifted since 2010 from border-crossing to visa overstays—the latter share has been greater than border crossings since 2010. The Center for Migration Studies estimates that in 2016, 62% of the undocumented were here because they overstayed their visas versus 38% who crossed the border illegally.
* An often overlooked fact is that illegal immigrants are taxpayers. The anti-immigrant lobby tends to ignore the money the immigrants often pay in payroll and sales taxes while counting the money spent on educating children born in the United States to immigrants. Numbers vary widely depending on the source, but undocumented immigrants are not eligible for most federal benefit programs, like the Supplemental Nutrition Assistance Program. In evaluating the cost of illegal immigration, the voter has to make sure that the argument takes in both benefits consumed and taxes paid.

The Initiative also launched a portal for Veterans who need assistance in applying to return to the United States and for accessing VA benefits to which they may be entitled.
Late last month, as the VA lead for IMMVI, I joined the DHS team to visit deported Veterans, stakeholders and recently repatriated Veterans to promote
the new online tools that would help them. The trip included stops in California, Texas, and Tijuana, Mexico.

The report, US Undocumented Population Continued to Fall from 2016 to 2017, and Visa Overstays Significantly Exceeded Illegal Crossings for the Seventh Consecutive Year, shows that the majority of illegal immigration is attributable to persons who overstay their visa versus those who cross the border without a proper entry process and inspection.
Visa overstays exceeded illegal entries as the source of undocumented migrants for the seventh year in a row. Illegal entries across the southern border also decreased in 2017. Mexican nationals accounted for less than half of these entries, though individuals from Mexico accounted for more visa overstays than any other country. This study shows that the majority of these individuals arrive into the US via air travel.
