1.) At 'Stop-And-Frisk' Trial, Cops Describe Quota-Driven NYPD
MARCH 21, 20135:01 PM ET

Police officers testifying at a federal trial challenging New York City's stop-and-frisk policy say they were ordered to increase their number of arrests, summons and 250s — the code for stop, question and frisk.

Some 5 million street stops of mostly black and Latino men have taken place in the city in the last decade.

2.) Outlawing Police Quotas

Police quotas don’t make communities safer — they prevent officers from focusing on larger public safety issues.
July 13, 2022

Imagine you are a police officer in one of the over 13,000 police departmentsacross the United States. Instead of being tasked with using your skills and training to focus on preventing or responding to violent crime, you’re given a number. “Twenty and one,” or twenty tickets and one arrest per month. One speeding ticket during every hour of your 12-hour shift. Eighteen tickets a shift. Two to four search warrants a week. At least 100 tickets a month.

As some local police leadership says, “get your numbers up,” and you’ll be rewarded with overtime, pizza, barbeque, car wash coupons, gift cards, and trophies.

“stops, tickets, or arrests. Sometimes quotas are framed as an employee productivity measurement tool, and other times, law enforcement is pushed by local government leaders to use police enforcement to raise funds for a locality, often with little consideration for public safety.”

3.) The Change We Need: 5 Issues that Should Be Part of Efforts to Reform Policing in Local Communities

3.Discriminatory Stop-and-Frisk Policies and Practices
In New York City, data showed 81% of people stopped-and-frisked were innocent and 84% of all people stopped were Black or Latinx. In Chicago, Black people are 32% of the population, but 72% of all stops. Unfortunately, these policies and practices are not exclusive to New York City and Chicago. Does your local police department use these practices? If so, do they track data on such practices? Demand answers from your police department. Call for an end to targeting and profiling in communities of color.
