Me and my partner are both in tech school and I've already graduated and he still has 2-3 months left. Right now, I'm waiting on medical, and we want to get married. the only issue is that I'm active and he's reserve. I got station in Hawaii and really want us to go. He's station in Ohio and I was wondering who would take priority here. Would I be following him, or would he be following me, and would we still be able to go to Hawaii? How does this whole process work?

You likely are confusing a few things. Unless he's part of the Air Force Reserve AGR program, he won't receive reassignment orders to follow you.

If he was on active duty as well, and the two of you were legally married, then you would be able to enroll in the Air Force's program for joint assignment of military couples ("Join Spouse")*. The program would attempt to assign married couples to the same geographic area in order to keep you together during service.

If you were married, he would travel to Hawaii as your spouse. He would be eligible to travel at a later date (section 0504 of the Joint Travel Regulation* shows the various eligibility for dependant travel).

If the two of you are not married, then likely your situation is that he'll have to travel out to Hawaii at his own expense, will have to find a place to live (you won't be eligible for family housing), etc.

Bottom line: The military doesn't take into account a service member's relationship with someone else as a consideration for travel entitlements unless they are married (There are a few exceptions, but it doesn't sound like your status falls into any of those categories).
