Bio 

Dr. Swain is a 2006 graduate of Capella University. He has a Doctorate of Philosophy in Education with a specialization in Instructional Design for Online Learning. Dr. Swain also has a Graduate Certificate in Instructional Design for Online Learning from Capella University. His other academic credentials include a Masters in Educational Administration from the University of North Carolina at Charlotte and a Masters in Military Science from the Army War College at Carlisle, Pennsylvania. For his undergraduate work, Dr. Swain earned a Bachelor of Science in Business Management with a minor in Psychology from the University of Maryland. Dr. Swain is a life-long learner and has completed the requirements of the Defense Leadership and Management Program for the Department of Defense. Dr. Swain has thirty-seven years of experience in Federal Service. His current position is the Dean of Academics in the Curriculum Development Division in the U.S. Army Cadet Command. Prior to his current position he was the Director of Quality Assurance for Training at the Maneuver Support Center, Fort Leonard Wood, Missouri. Dr. Swain has two children, three grandchildren and is married to the former Sharon O'Donoghue of Charlotte, NC. Dr. Swain was born in Corning, New York to Richard Leonard Swain and Doris Marie Dates. His father was just coming out of the Navy and had just gotten back to Corning from California when Doris delivered. He was raised in Corning, New York until his father was transferred to Bradford, PA with Corning Glass Works. Subsequent moves with Corning Glass Works and other Electronic Firms resulted in 13 moves in 16 years. This culminated with Dr. Swain's graduation from West Mecklenburg High School in Charlotte, North Carolina. The University of North Carolina at Charlotte was Dr. Swain's initial start for an undergraduate degree. At UNCC Dr. Swain met his future wife while they were lab partners in Biology. Dr. Swain joined the U.S. Navy during the Vietnam War just as his father had done during the Korean War. His eight years in the Navy saw him get married, have two children while stationed in Spain, and graduate from the University of Maryland, Magna Cum Laude. His work in the Human Resource Management Program from 1972 to 1978 included extensive work in Race Relation, Drug and Alcohol, and Organization Development. This added to his taking advantage of any and all educational opportunities, Dr. Swain pressed forward in his life-long quest for knowledge. Dr. Swain continued his service to the nation in the 1980s by becoming an Officer in the U.S. Army. This was a direct answer to the call of President Reagan to rebuild the Army after years of decline. Dr. Swain continued his service until 1993 and retired from the U.S. Army. His goal of becoming a School Administrator grew out of his training experiences in the Army and Navy, so Dr. Swain went back to the University of North Carolina at Charlotte to finish a Masters in Educational Administration and another specialization in Social Studies. Dr. Swain became a certified Teacher and Administrator in North Carolina in 1994. Again Dr. Swain graduated with Honors as a member of the Kappa Delta Pi Honor Society with a GPA of 3.72. Prepared to spend the next 20 years in Public Education, Dr. Swain was offered a different opportunity with the U.S. Army in 1995. Dr. Swain joined the Civil Service in the Department of the Army with the Adjutant General School in charge of Distance Learning Initiatives. He then served the Air Defense Artillery School as the Dean of Education and the Director of Quality Assurance for Training. In 2002 Dr. Swain decided that a Doctor of Philosophy in Education was a worthy goal and one that would enhance his contribution to Distance Education in the Army. Dr. Swain then worked as the Dean of Academics in the U.S. Army Cadet Command. Dr. Swain retired in 2014.
