This sounds to me of Fraud, Waste and Abuse. But, DoD, per the article, is not going smack anyone, not recoup, not admonish. No nothing except re-emphasize and review.

That looks more like sloppy recordkeeping and oversight, but not fraud, based on the details provided in the article.

Well, spending the money for plumbing with monies earmarked for Covid....to me that sounds like Fraud....but I'll remove the Fraud tag

MSG (Join to see) - I wasn't implying that the tag was a problem. Fraud normally requires some willful and intentional deception for personal gain, but that doesn't seem to be the case with these examples.
