That there my friend symbolizes the Specialist of the Army rank. Whoever attains the rank is an expert at:

- Giving sound advice in legal and regulatory matters.
- Relinquishing authority when convenient.
- Subject matter authority when convenient.
- Sometimes the soldier is eager for the stripes.
