How can counseling and leader development be improved?

What things would you say the Army is currently doing right/well in regards counseling and Leader development? Or What areas you think needs higher levels attention in regards Counseling and Leaders development? How can it be improved?

I know fellow officers in the NG that have gone......YEARS...without counseling. So, I think officers have a lot to learn from the NCOs on this score.
