I think that to clandestinely use American citizens as test subjects without their knowledge let alone approval, is abhorrent. Many lives were ruined because of this, case in point, Wayne Ritchie:

While the first chemical arms control agreement between France and the Holy Roman Empire dates back to 1675 - the Strasbourg Agreement - the secret history of chemical and biological warfare continued on in the shadows. Despite the Hague Convention of 1899 or 1907 some 20 years latter chemical weapons were used extensively by all sides in WWI. Even though such efforts like the 1993 Chemical Weapons Convention took effect I would bet that we still have a Johnston Atoll tucked away somewhere. When you go lurking around in the dark expect to find things that only can happen in the dark.

I feel that once you go down the rabbit hole, you will find it goes down far more than what you would care to find out. I feel al ot on the web is in the category of conspiracy theory, but this was in fact a reality. There were trials in which victims of MK Ultra charged the CIA for their tortuous crimes. Just because they were told not to do it anymore, doesn't mean they listened.....
