I recently was able to attend an instructional briefing on the new NCOER's that will start being implemented in Jan 16. Personally, i believe this new system will be extremely effective in 'weeding' out the truly capable NCO's from the average NCO. For at least my short experience in the Army as a SPC looking at promotion and as a SGT, a 1/1 was almost expected by every NCO that didn't majorly screw something up. This wouldn't be a problem if not for a large number of raters and senior raters giving out those 1/1's like candy. This has caused an extreme inflation of what earning a 1/1 truly means and has thus put the extraordinary NCO in the same ranks as the average NCO that was buddy-buddy with his rating chain. This new system however, will greatly limit that by limiting the amount of (1/1’s) that he can give out throughout his entire career. Not only that but it makes his ratings viewable so that the rating cycle can be transparent. I personally believe this will greatly serve the army as a tool to identify the cream of the crop. What are your opinions on this new grading system? Do you think it will do more good than bad or vice versa?

There's only one way to fix the NCOER. Eliminate all subjectivity. No opinions, no ratings, no scores. Just bullets, and the bullets must be factual. No opinions. Only fact.

They told us in the briefing that we received pretty much the same thing that it is going to eliminate the inflated NCOERS. However, every time a new form comes out it is meant to replace the deficiencies in the last one and eventually everyone figures out how to cheat the system. In the long run the only way to change the system is to complete honest evaluations and not worry about hurting peoples feelings. If you don't like the rating you received, as long as it is an honest evaluation of your performance, you need to look at yourself and make the changes necessary to improve it. A lot of this also falls on the rater to ensure that they convey what is expected of the rated NCO and what they need to do to get the best ratings.
