I've submitted a packet to go from the Army Reserve to the IRR. The Army Reserve is at 77% for CW3s (I will be one on July 25th) and 75% overall for warrant officers. Is it a pretty safe bet to assume that if my packet even gets as far as HRC, it's going to be denied?

No sir. You are virtually assured of approval, assuming nothing major happens in the world. HRC simply cuts the orders; the decision gets made at the MACOM level.

Okay, so the MACOM could say no then? 75% strength means we're short

They can, but in my experience it is nearly unheard of. Only reasons I have even seen for disapproval is pending deployment and an unresolved medical packet.

This isn't exactly true sir. HRC can disapprove it, especially with the way we are trying to shape the force. A majority of the active slots are going to the RC and ARNG components. This is why there are shortages. And now COMPO's 2 and 3 are going to go through what COMPO 1 went through during the war years. It is going to be real tough to even kick Soldiers out. (Let the FB or RP stalking begin if they don't show to drill). Most likely you packet could be disapproved since there is such a shortage of warrant officers. The best thing I could recommend is that you do some severe recruiting within the enlisted ranks to work your way into the IRR.
