Should Post 9-11 GI Bill Yellow Ribbon be authorized for overseas students taking 'stateside' classes which cost more than those overseas?
Yellow Ribbon was created to aid those stateside students to cover extra expenses, but if you are a student who is living (or stationed) overseas... due to your physical location you are 'not authorized' yellow ribbon even if the classes are stateside and the books must come from the stateside (which are not offered overseas).
On top of local host nation custom costs to import books for class (es), fees are higher.
Are there any loopholes I can use to my advantage?
Overseas a single 3 CH class cost circa $790 not counting books, etc. A 'stateside' class (offered online) cost circa $980 not incl. books.
So how is it that I cannot use Yellow Ribbon?

I'm not sure how the Yellow Ribbon program could possibly work overseas logistically. The Yellow Ribbon program allows students to attend private colleges or universities (whose costs are normally higher than state schools) and pays at the rate of the most expensive state school in that state (here in Ohio it is based on Miami of Ohio as the most expensive state school). The schools that participate have to agree to accept that amount as full tuition. When overseas, there are no state schools on which to base the funding so it wouldn't work.

SSG. Tolbert, I'm curious to learn more about your situation. Are you currently enrolled in a university abroad? I know the VA does have a program to allow you the GI Bill in certain overseas universities. I hope you have been able to find out more on your costs and benefits and I hope you're able to be satisfied.
As for the Yellow Ribbon program. If you're not at a US university that sponsors the program then you can not use it.
