I'd point out two things:
1. Get you official photo right. You'd be amazed how many ate-up photos there are for packets. Youd think that would be the time for attention to detail... and board members see it that way too.
2. Since converting to digital board packets from paper ones, a very high percentage are thrown out for being incomplete. Units are often subpar with PERM-ing records, so you have to look out for yourself and be proactive. Those missing awards, NCOERs, and more importantly, 1059s and civilian transcript are a big difference-maker.

I have heard that a person has to either die or retire to get those Senior NCO slots in the reserve. I would suggest maybe moving to another location where a slot is available if possible.

I agree with you. I currently have 2 MOS's and even if I go 250 miles from my house I only have about 3 slots I could get promoted in too.

I can say, if anyone is willing to become an OC/T and travel to the Syracuse, NY area my unit is loaded with E-7 Vacancies.

Can you be more specific? I have a couple of E6s in my unit who are promotable but having issues with getting their actual promotion orders issued. Even though AKO, ATRRS, and everywhere else has already started listing them as SFCs.

Check with your S-1 about vacancy reporting. That is a very common issue in promotion delays.
Also, entering APFT and Ht/wt in to DTMS and RLAS pinches some, as the admin database - the one that issues orders - takes their information from RLAS to determine valid tests.

Promotions in the active Army are different than the Reserves or Guard.. Active Army we wait for a sequence number where as the Guard and Reserve wait on 2 things a slot and the State. Without the slot available for that position the State will not issue orders for promotion. Problems can occur when the unit is not reporting their manning correctly to their command. Also the unit you are referring to may have an overage of Sergeants First Class. If AKO, ATRRS and every other database lists them as SFC already it may be a simple as getting on the phone to HRC to have them push the orders down to your command... I know when I made SSG, HRC sent me my orders directly to my AKO email. Good luck

SSG Stacy Carter, just FYI, the Reserves don't have to wait on anything to do with the state for promotion purposes. When you submit your packet, you have to list a number of miles you're willing to travel IOT be promoted. I had to go all the way out to 200 miles, and got promoted into a unit in a different state. Of course, none of that matters to you, seeing as how you're retired!!

According to SMA Dailey, sequence numbers are going awa and years in service are being reduced by 1 year for SSG and SFC respectively. This was a heavy discussion in the Town Hall I recently attended. No specifics on dates, but should happen soon if he's saying it.
