I have a senior rater that is directing that Senior Rater NCOER be written on an NCO because the senior rater is moving out to a new job.

The senior rater wants the NCOER because they feel like if they don't oversee the rating then it will be fluffed up when completed.

The Senior rater is out for blood, however the rater does not want to write it the way senior rater wants. They have two opposite opinions of the NCO. What's right here? This NCOER will be brutal rating if the senior rater has their way.

This is where the reviewer is suppose to come in. If both the Rater and Sr Rater refuse to budge in this situation the reviewer is suppose to check nonconcur and do a nonoccurrence memorandum as an enclosure. Does this happen, usually not. What usually happens is a closed door meeting between the rater, senior rater and other interested parties happens and things get ironed out to the point where the reviewer can check concur.

I would talk with the reviewer about my concerns with the senior rater especially if he is trying to dictate what I put in the rater sections of the NCOER.

Awesome advice SFC Eshenbaugh. I appreciate the feedback, I was not aware of as I am sure it is not common. Thanks again I will do some research in the requirments for this.

How about when the Reviewer is the one wanting the Sr Rater option from him and Sr Rater it's still available? He/she can do bad to that Soldier and submit w/o knowing what went on that NCOER...backstage or backstabbing.

I wrote the worst NCOERs for a subordinate two years in a row. The counseling packet I had on the individual was extensive, thorough, and bullet proof. The senior rater agreed with my evaluation, and the reviewer had no choice but to agree in light of the supporting documentation. If the rater has done their due diligence with counseling and the dash 1, then there can be no argument about how the individual was rated.

Counseling and documentation is vital when justifying a negative report on a NCOER.

In this case the Rater does not agree with the senior rater on the NCOER. Can the rater dictate the rating the rater gives the NCO?

Unfortunately this could turn into a pissing match between the rater and senior rater. I feel it is the raters duty to be honest and fair in his appraisal of the subordinate regardless of how the senior rater feels about it.

The NCO needs to appeal the rating. If there were no negative counselings on the NCO, then a poor rating is not warranted. He might get an average one instead but at least it's better than a poor rating! It happened to two of my buddies, where the 1SG had a poor opinion of them (and my PSG didn't have a spine), they fought the rating and actually were successful in getting a better one because no counselings were written.

Exactly. Negative bullets must have documented substantiation for that rating period to be included in the NCOER.

I agree, Substansiation is the key word here. The bigger issue here is the Senior Rater influencing the rating that the Rater gives the Soldier. Down to which blocks will say needs improvment and what some of the bullets will say.
