IS there an exception to policy for TIG for the LT to CPT Promotion Vacancy Board?

When there is, it is written right into the board instructions along with how to do it, where to send it, and who needs to approve it.

Usually the answer is no unless there is a grave shortage, as there was with Majors several years ago.
