I suppose the biggest challenge that some people are facing for promotion is the quotas. But this comes down to the age ol' saying of "Choose your rate, Choose your fate". Some ratings have great promotion rates. Whereas Corpsman such as myself have a more difficult time advancing even with a great evaluation.

Evals. I would have made 1st off the last 2 test if it wasnt for a low eval.
