Your saying they do not address this?
It was a tested substance when I retired Dec 31 2013, It was a substance a commander could request be tested for on a command directed UA, it is a substance CID actively investigates.

Your post almost implies, steroid use is an accepted norm or actually encouraged.. And I find that way off the mark.

I agree it is a known abused substance.
I know it is a tested for substance in most UA
I know it is a tested for substance when it is a command directed UA.
I know CID pursues allegations of use, distributing, possession.
I Know it is a illegal substance that is addressed in illicit drug education and briefings..
Lets try this..
What additional investigation, enforcement, education actions are you suggesting that would address the issue to your satisfaction?

SGM -steroid use standard part of UA not just when requested.

Known users counseled and tracked - perhaps other actions including administrative or punitive.

-campaign to discourage this substance abuse

My question, however, posted under values - seeks to motivate soldiers and leaders to look deeper into questions about integrity as they pertain to Army Fitness standards.

Never met anyone UCMJ'd for steroid use

Never heard of anyone testing positive in a UA for steroid use

I know it is a problem with young soldiers

Most don’t “pop hot” for steroids sir, because we are given UA tests, not tests seeking specific compounds or chemicals not found in UA tests, ie just shooting lots of extra testosterone...that’s what MOST young people do, just inject much more testosterone, and that doesn’t come up in the tests were given.

i might be missing the mark, if they need bad asses who are ready to fight, let the roids carry on. like it matters either way the VA will drop the medical like a hot rock.
