ps: I'm still waiting on my results for a 5 year old NCOER for a 4 - 2 rating. Overall performance was a 4, Promotion potential was a 2. How?

Wow, I have never heard of that. A 4 as your overall performance is potentially career killer but the 2 for potential doesn't usually go with the 4. To be honest you would have to read the bullets to see way it went that way. The only reason I could imagine is you failed to performs your duties to expectations but you have the knowledge to perform at the next level. I have never seen it or heard of one like that.

I've seen a split like that, and I can understand the reasoning (although it is unusual). Performance and potential are two different constructs that don't always move together. I've seen people who are good at their current job (performance), but demonstrate characteristics that infer they will not be successful in positions with greater authority and responsibility (potential). So, leaders send a message to the promotion boards using these ratings. I've also seen the opposite, where someone shows potential for greater authority and responsibility, but the performance in their current job is somewhat lacking. That's even more unusual.

Yep the Sr rater didn't know me and I signed the NCOER but it was a failed run and height and weight 3% over on 12 April 11 and my thru date was 31 July 11, No update on appt and body fat 3 months and 19 days ish

SSG (Join to see) did u even get quarterly counselings? I know unless I harass my rater I dont. By regulation you are supposed to be counseled quarterly, it never happens but according to 623-3 AR you have that coming.

I recently received the results of my ABCMR appeal. I am an E7 in the NG. In 2013 i filed a Whistleblower Protection Act complaint with the DAIG. It took 5 years but in Jan 2018 my complaint was substantiated by the DAIG and confirmed by the DODIG, that I was reprised against by my XO. The reprisal took the form of two negative NCOERs, threat of a field grade Art 15 and ordered to behavioral health for no reason other than to smear my reputation and that cost me advancement to E8. I then spent 3k, hired a former JAG lawyer and filed wih the ABCMR asking for promotion to E8 and 4 years of back pay. I was granted partial relief by the removal of two NCOERs and to go to a STAB for four consecutive years. I am currently awaiting that process. If that doent work I will appeal the ABCMR results to the SECDEF as is my right as a whistleblower that did not receive full relief. It has been over a qtr of my career, thousands of dollars, hundreds of my own hours, many nights of lost sleep just to undo what one person did to my career 6 years ago with the stroke of a pen. All because I turned him in for fraud. Good luck to you.

I think it refers to the Army Board for Correction of Military Records (ABCMR). I just updated the question.

QMP made it possible but I got pinged for 10-11 and 14-15 NCOERS but the 14-15 was Appealed and removed but the 2010-11 has to be removed since I'm QMP with a ETS soon
