I have a child that I never added into DEERS. He's three years old now. Do I need to physically take him with me to the ID processing center, or is his birth certificate enough?

Unless an ID card is being issued (not normally done for a young child) there is no requirements for the child to be present.
And if that is asked of you, please take a few moments to "Fix Them" You sir will likley be able to get them to see the error of their ways (Oh , he has to be here, ok, got you, so i can be better educated as a Army leader can you show me that requirement in the regulation? No?? Oh., ok then the post policy letter? no?? Oh, then the written policy from this section chief that requires the child to be present when no ID card is being issued?..Oh, not that either, outstanding, then can we dispense with making up rules that are not policy or regulation and get back to SERVICING the customer)

Birth certificate and social security card should be enough. As far as I remember, they don't get their own dependent ID card until they turn 10, so they shouldn't need to physically see the child since they won't be taking any pictures.

Some offices would say yes while others say no. Case in point, the local DEERS/ID section at the NG Armory here in Pocatello only required me to bring in her birth certificate and SSN card.
