If a soldier is demoted and RCP has started, but they get promoted back to their previous rank, would that stop the RCP from happening?

You have to be in favorable status to be promoted so the first question will be is the Soldier flagged under the punishment phase of the ucmj or for separation? If flagged they are not going to be promoted and therefore cannot hope to beat the rcp.

SPC (Join to see) - Denied what specifically? If you mean the promotion they can definitely make purposeful actions to cause a chapter. Seek legal guidance based upon the specifics, but they don't have to promote a Soldier or let him go to the board. They can also take their sweet time in deciding when to chapter.

The rcp is because soldier was demoted and has been in long enough to be rcped when the demotion happen but the time also has hrc sending waiver because the soldier has been in so long. From what I've seen the soldiers leadership is saying they want the rcp even though he soldier improved on what caused it

SPC (Join to see) - The SM should seek legal advice. The Army has so much due process it is makes us inefficient. There is always more to the story and if the Soldier feels they are being screwed they should seek legal assistance.

Yes, if your flag is lifted and you are promoted back to your original pay grade, and you are below the RCP point in that pay grade.

The main question is if the rcp was started would it continue or change to the former ets for rcp at the higher rank its confusing sometimes

Each rank has a specific RCP. Getting demoted can easily put you inside a lower rank RCP, which can result in removal from the service (bar to re-enlistment). If there is time for rehabilitation and re-promotion back to the higher pay grade, you enter the higher RCP and are eligible to continue your career (if you haven't passed that RCP while busted). That's the best I can explain it.
