Does the professional development ribbon need to be annotated in the awards section of the ERB or is the information showing schools enough?

Just like any award it needs to be annotated on your ERB therefore your DA photo shows what your ERB shows

Okay so it needs to show in Section VII for military education as well as be annotated under awards and decorations?

Yeah, both sides. And if you were Honor Grad, Distinguished Honor Grad, or Commandants List, that needs to be annotated in the Achievement section, as well.
