If any of my fellow NCO's,Leaders, or RallyPoint members accomplished this unicorn of a task, please assist me with the channels on which you got this done. Thank you in advance because it's been 6 months of no answers, and failed attempts of leaving a voicemail to get a call back which you are prompted to do.

From a 2013 article
"FORT KNOX, Ky. -- For the first time in Recruiting Command history career recruiters have an assignment branch of sorts that parallels the way the rest of the enlisted career management field (CMF) cells are set up in the U.S. Army Human Resources Command.

The four-person 79R Professional Development Cell in USAREC G-1, established about eight months ago, manages recruiters assigned inside and outside of USAREC, according to Rodney Berry, chief of the USAREC G-1 Military Personnel Management Division at the command's headquarters on Fort Knox. Recruiters can talk to these noncommissioned officers any time about future assignment possibilities and what's best for their careers."

So start in the USAREC G-1 activity, and just start calling... "what? Im sorry who is this? Ma'am/sir, My apologies I must have the wrong number., Im trying to reach the 79R Professional Development Cell in USAREC G-1, by chance to you have the correct contact number?"
I would call EVERY I can find to include CSM, GS-32, 3 star's.. one will realize whats going on and make it happen for you..One will likely realize your only calling them because THEY are responsible for is not working right and they will have a vested interested in helping you.

SFC (Join to see) - It may be there is no one detail to that assignment right now..and so the phone and email goes unanswered... Or that detailed person is tasked to a centralized promotion board right now and letting other duties slide.
Bottom line, if your not getting a response from the published contact repeatedly, you have but two choices..wait..or contact someone else.
the approach I suggested is not starting fires....it works on the principle at worst your an interruption to that person with a "wrong number" call , and once you "realize" that, just asking for that person help in getting the correct number..something most are happy to do, if for no other reason to get you off the phone and stop "bothering" them.

I'm active duty, and none of those actions work, emails are not answered, phones are not answered, and voicemails are not responded to.
