Does your Tig pause completely while you are flagged? Example being flagged in August, having two month tig. And unflagged in January continuing with month three tig? Or would it continue and be eight months tig but you just cannot get promoted or awards while the flag is on?

Your time does not pause for a FLAG, and you accrue TIG for the purposes of advancement in rank just as though the FLAG wasn't there. The difference is that when you hit the benchmarks for PFC, you don't pin on until the FLAG is lifted and your DOR should be the date the FLAG comes off or the first of the month, per local policy.
What the commander may do is place an administrative hold on automatic promotion above and beyond the FLAG. Basically, this tool allows the commander to do the advancement manually instead of it being automatic in the system. The reason commanders like this is that it gives them a chance to eyeball the Soldier and have a conversation about moving forward and learning from mistakes.

Flags DO require the Soldier to be counseled in writing when a flag is emplaced. See AR 600-8-2, Ch. 2-6
"2–6. Notification
The flagging authority, unit commander, or first line supervisor will counsel all Soldiers on active duty, in writing, upon initiation of any Flag within 2 working days unless notification would compromise an ongoing investigation."
Note that 2 working days thing too. Outside of the 2 working days, the flagging action is invalid, as the Soldier has not been counseled in a timely manner IAW the reg. As a former S-1 NCO, I have kicked back 268s and 4856s for being outside the 2 working day window. If leaders (NCOs and Officers) cannot adhere to the regs, than they cannot expect their Soldiers to either. So in those cases, yeah the Soldier got a "pass" on whatever s/he did, but standards must be upheld. Even if it is paperwork.

In every unit I have been in, 268s are required to have a 4856 accompanying them, in order to prove the Soldier has been counseled IAW the regs. Also, when a Soldier is circled "No" on the monthly reports, a counseling (4856) is also required to accompany those reports, substantiating why the Soldier was circled "No" and that there was no "personal" reasons influencing the decision. All units or S-1s may not do that, but every unit I have been in has.

SSG(P) (Join to see) - I view required 4856s as an inspection item, not so much a maintenance item. Within my company, I require that regulations regarding counseling for things such as APFT failure and associated FLAGs are followed and documented by their FLL. I'll ask to see them by COB, usually.
When I was an S-1 guy a few years back, it was an inspection item. The company commander has authority to issue FLAGs, so the action itself was not something I'd get into from BN level (unless of course it was initiated up there), but I would compile a list of personnel who were fail/ not FLAGed and put out suspenses for the companies to respond. I'd then inspect their documentation practices on a quarterly basis.
"Oddball" FLAGs such as pending investigation or adverse action got a little more scrutiny, as these almost always had other associated actions with them that did involve the BC, SJA, or the -1.

Can anyone point me to where in 600-8-19 it says this cause I can’t find anything in regards to it?
