Blue Ceremonial Belt

I pride myself on being pretty versed on the regs but I cannot find anything referencing the wear of the blue ceremonial belt. I think it should be part of the dress uniform because it gives a more military appearance.
Anyone have a reference as to the 5 w's ?

I have looked all over for the exact answer. I can find answers from Marlow white saying its authorized in ASUs but nothing specific
