The wife kinda hates it here in Germany, and really wants to go back to the states because she was offered a really good job, and we could really use the money.

It'll be dependent on your command. I'd go to your legal office, they generally have a packet that gives you majority of the information, such as qualifying factors, processes, and general info on the entitlements. Here's a link to the Hohenfels Legal office in regards to EROD.
