The way it works is if you deny going to the board you get a code on your erb that will not allow you to re-enlist. If you are around the rcp for your rank you will leave the military. Either way you will get an honerable discharge.

I was a PSG for 35Ns and 35Ps and prior 35P. Seems like you getting out I know the national guard and reserves are giving bonuses and you can rank up as well. Don’t let your time go to waste

It will likely be a Chapter 13 for Unsatisfactory Performance. Your command may choose to initiate a Bar to Continued Service prior to that. The characterization (honorable, general, etc) is dependent upon the recommendation of your chain of command and the decision of the approval authority. The approving authority may choose to retain you in service. You can read up on the different types of Chapters and criteria for each one in AR 635-200.

This is bovine scatology. You cannot give a 13 to someone refusing to get promoted. If this troop does his job, qualifies with his weapon, passes his APFT and height and weight. The worse he could get is a bar to re-enlist. He would get a chapter 4 Honorable discharge. A chapter 13 you need a pattern of sub-par performance and a refusal to rehabilitate. Not everyone is destined to stay on active duty. If you advocate punishing a good soldier for passing up promotion then you are a tumbleweed or a dud NCO.

SSG Cecil Stroud Jr. I gave him regulatory guidance, not opinion which is what you're giving. Sounds like his command is already recommending a chapter, hence "what type of discharge should I expect" I don't know how long you've been retired but Bars to Reenlistment no longer exist. You can get educated by googling Bars to Continued Service so you don't come off as a tumbleweed NCO giving bad advice.

AR 601-280 8-4 para d. line 19 . If he doesn't have any field grade Art 15 and he has met all other standards His discharge must be honorable. If he begins an MEB. Then as long as he performs his duties and make his appointments. He is good to go. Chapter 13 is for fuck ups, druggies and APFT and continual NCOES failures.
