Attending BOLC after Commissioning: How long can a 2nd LT wait to attend BOLC?

I realize that there are other threads on this subject but after reviewing them they don't answer the question.
How long after my commissioning date do I have to attend Quarter-Master BOLC? I'm in NH and it seems that this answer varies by state.
When I was at the Federal OCS program I was educated that:
"I would have to ATTEND BOLC within 18 months of commissioning" Not completing but simply be in class & starting BOLC within 18 months after commissioning.
Is this true? I would like to have a definitive answer on it as I'm trying to balance Army values / commitments with my job. No one in my unit / state seems to have a concrete answer, everyone has a different perception of reality.
I've also heard that there are "waivers" that one can use to extend or postpone going? Is this also true?
I commissioned in August 2014 but I would like to use the full 18 month rule if possible so I have more time to build a strong foundation here at work.
With all the cutbacks I'm wondering how this issue is getting addressed; I was always given the 18 month rule but I keep receiving mixed answers.

I believe that is true (especially if it is in your contract), but at the same time you don't really get to choose your class date - HRC assigns you to go. If you turn down a slot you may not get in within the 18 month requirement. I commissioned in April 09 and did not receive a class date until June 2010 and I was willing to go at any moment. I would have rather done it and got it over with sooner, but again you are at the mercy of HRC

I would go as soon as you can. You cannot get promoted to 1LT without it nor get an evaluation. Go after the first slot and get ahead of your peers.
