What is your perception on this sign being displayed at work?

That phrase says to me that the occupant of that office believes in just going along with the flow, don't worry about improving anything. I used to have a General Manager who would tell people all the time "you can never be more than what you are" - which became an excuse to do the bare minimum to get by. I get worried when office holders have express such beliefs.

It tells me that SM doesn't care. If that was the case, why join the military?
