I want to reclassify. Instead of finding a different unit to send me to school, could my current unit request an additional MOS to our UMR?

There is a very long and arduous procedure to add an MOS to the unit Manning Roster. The UMR is the least of the worries as it is generated from either the MTOE or TDA depending on the type of unit, as source documents.
When I was the CDID SGM we managed close to 300 different MTOEs and TDAs for the Engineer, MP and NBC Regiments. Things that usually lead to successful additions are new equipment fielding, major doctrinal changes to unit missions or the discovery of a capability gap in an existing unit mission that can not be resolved through training or materials.
So yes the Commander can always request an additional MOS but there is a butt load of documentation required to justify it. Contact your proponancy office at your regiment and they will be able to line you out with the POCs and procedures for your specific field.

I see. I belong to an MSU and want to reclass to a 68A (Biomedical Tech) but for some reason we do not have one listed on our UMR. Any time we have a mission (SRP, RSRP) we have to contract or obtain a cross-level. Seems to me they obviously use the MOS, but for reasons unknown to me, do not include it on the roster.

Gonna have to back up the CSM on this one. This goes all the way through TRADOC to HQDA G3/5/7 where it's approved by a GO in the Pentagon. The thing is, when you change one...you change them all. So, in effect, you would be asking the Army to change every unit like yours. That means justification across the Army. That also means money and training. Are the schools able to handle the influx required? Are the units able to send someone when there isn't a holding account in the non-active components? Those are the questions that get asked beyond the perceived need. Sometimes it makes perfect sense to get an augment for a specialist because the Army can't justify a mass change.

I've never seen it done that way before. My understanding is that changing the UMR takes some serious lip service and some red tape cutting.

That's the truth, I was a Unit administrator in the Reserves and UMR's usually go up to the RRC then USARC for approval. Your MTOE justifies your UMR etc and on it goes.

If I remember correctly the reason that a MSU does not have a 68A is due to the fact that when you actually do deploy you will fall under the command of a CSH which do have 68A’s. However in your situation you could argue that the equipment is not being inspected properlly. Some ewuipment get inspected once a year while most others are every 6 months. Calibration verification, electrical safety inspection, operational verification and so on. Also be aware that even if you go to the school there is no guaratee that you make it. Been awhile since I did it but it had a high fail rate. Just fyi.
