Can a command keep a soldier from ASAP treatment for JRTC?

My command is keeping me from a 5 week Substance abuse program that would be my place of duty so that I have to go to jrtc. They are telling me i can go after even though i am already enrolled in the program. What are my options here. Are they allowed to block my class enrollment in rehab?
