My ROTC program just had a Sergeant from Engineering come in to talk about branching. He mentioned that the date I attend EN BOLC matters since there is a cutoff date. I can’t seem to find any information online unless it pertains to the enlisted side. Also I was told that having my diving certifications would be helpful. Anyone have any more info on that?

Er, the ones that exist are Navy Civil Engineer Corps officers who are qualified divers with the Seabees and are assigned to our Underwater Construction Teams. Not many of them though. Once they make O-4, their diving days are usually behind them. Also you don't want to do that all the time if you want promotion as there's a pedigree shopping list that needs to be worked on most all the time.

I don't know the answer but I would assume that there aren't many, if any at all. Officers don't get to do very much of the "fun" stuff. We manage those that do for the most part.

Frankly, doesn't appear to be much. There are no specialty Engineer Diver Officers and those that run these operations seem to have an Additional Skill Identifier from the Navy MEDO course. The only slots I can find are at O3 and below, so not much growth potential.
