SECNAVINST 1650.1H, Chapter 8. Anyone have any experience working with updating service records for awards retroactively applied?

RP Awards "Gurus"...here's my specific question: SECNAVINT 1650.1H details the criteria for various awards to include the Combat Action Ribbon. Chapter 8 details procedures for non-affiliated veterans with no remaining service obligation to request review/update of records by NAVPERS. I presume this includes retroactive approval of awards whose criteria changed and which are specifically cited in the instruction as being retroactively eligible.
Has anyone had any experience with this, and if so, can you share any details.

Just saw this post. I've not had any personal experience. However, a friend of mine from a unit several years ago had something similar. He was a Marine 1LT during Fallujah, suffered some mTBI. Not eligible for it then, around 2014ish (as a Navy Chaplain LT) the requirements for the Purple Heart changed so that he could be included. I don't think he ever went back and filled out the required paperwork (he went back to the Marines and is a MAJ now), though I know he did the paperwork for the VA and got 100% disability. Will shoot him a text and post back when I get more.
