correct me if I am wrong - but in order to be promotable, you have to have a sequence number, which means the board already selected you

Negative.
I would highly recommend attending a Fast class in order to get it to a 110 or higher though.

Agreed. The board members will not see it. But attending FAST class and increasing your GT sets the example for your soldiers.
