How much is preference weighed into duty station choice for 17C?

Pretty much just the title. I'm in the maryland/virginia area and honestly would prefer to stay in it closer to family and friends. Am I likely to get preference, and I guess a secondary question of does the fact I hail from this region affect preference?

As SGT Robert Johnson noted, you can put your preferences into Army Satisfaction Key (ASK) but after 10+ years of Active Duty, I never once got posted to any installation I requested.
As for a "Dream Sheet" I never got one before I went to BCT at Fort Benning. I guess that must be a recruiter to recruiter variable.
However, knowing how the Army operates, if you want to stay local to where you are, you will be sent to the farthest place possible from your home. Every time I asked to be sent back to the East Coast, I got sent further west, until I returned from Korea and got it in writing.
