I am currently in AIT and I just graduated my course. When I first arrived here I was flagged for APFT failure and they refused to give me another PT test for a few months.. Due to this I remained flagged for around 6 months. When I passed my PT test, they forgot to remove the flag and I found out about it 2 months later. I finally got them to remove the flag and I asked about getting promoted to Pv2. All of my Platoon Sargeants swear up and down that since I was flagged for about 8 months, I have to wait an additional 8 months to get promoted because that time I was flagged is considered "Dead Space" that doesn't count towards my promotion date. I am almost to the point where I should be an E-3 according to Time and Service.. Is this policy correct?

I ended up looking through AR 600-8-2 and AR 600-8-19 to find some answers and I didnt see any mention of a probationary period after a flag was removed, so I brought that up to my Platoon Sargeants with the supporting documents in hand and they confirmed that what I had stated was true and I am now being promoted on the 1st of June. :)

They let people go APFT failures go from basic to AIT now? Or did you fail the first APFT in AIT?

Anyway, AR 600-8-19 is the regulation on enlisted promotions.

f. CDRs must authenticate a promotion instrument (DA Form 4187) to promote Soldiers who were otherwise ineligible (for example, flagged or barred from reenlistment) at the required time for automatic promotion. This promotion requires a grade change (GRCH) transaction. The effective date and DOR will correlate with the date the promotion instrument is signed by the CDR. The promotion instrument will be filed in the AMHRR.
g. Soldiers promoted prior to or after the automatic promotion date require a DA Form 4187 and submission of a GRCH transaction to be promoted (RA and USAR only).

Para 1-13 talks about date of rank.

They can back date it since the flag is lifted as far as I understand. But you can read through the AR to find out for sure and have something to take to your leadership.
