Is it normal for division to take well over 2 months to push our compassionate reassignment paperwork to HRC?

How long should it take for our compassionate reassignment take in order to leave division? I’m even afraid to ask this question. My husband has submitted everything that has been asked of him. It’s been well over 2 months and no matter how many times he’s keeps asking, no one has answers. It’s becoming frustrating. I’ve asked him if he can use the open door policy, but he’s concerned if he doesn’t use the proper channels first command will get upset with him from finally going over their heads.
