TLDR: trying to get security clearance, but keep hitting roadblocks. This is for reclass cyber packet or (prayerfully) commissioning.

So I joined nearly 9 years ago and don't have clearance. I recently found I should have it for some of my job functions. Also I am trying to reclass to cyber, its been a several year process. The only thing holding me back is clearance, even cyber recruiters have looked at my packet and said they would take me in a heartbeat...except for my clearance. I have done the process several times now. At my old duty station, right before I PCS CONUS, they told me to just have my new unit start one. I did just that. Now at Fort Hood, Fort Hood has special forms I had to fill out, no problem. I submitted everything; completed forms, passport, birth certificate, certificate of citizenship, credit report, copy of ID, etc. The response I keep getting is; they need a Declaration of Allegiance memo and my naturalization certificate.

Huh?

I have a social security card, birth certificate stating my father (born and raised US citizen) was a then stationed overseas Marine, and I have a certificate of citizenship. It was my understanding that you can't have both a certificate of citizenship and naturalization certificate. Any advice?

Also, I have asked repeatedly what the heck is a Declaration of Allegiance memo. Nobody knows, even the office requesting the memo does even have a template or example. Anybody have any clue?

First off al your S2 shops failed you significantly. I never, ever told someone "oh just have your next S2 take care of you." I would at least help them through the SF86 if they were about to PCS.

I never heard of a Declaration of Allegiance memo when I worked in S2. I know that with people who were born abroad of US parents, they had to get a copy of the form their parents filled out to declare their US citizenship. Your parents should have filled that out if your dad was stationed overseas when you were born and you were with him. You wouldn't have had to do a naturalization certificate because you weren't naturalized. You are a US born citizen because your parent was stationed overseas when you were born and you were born there.

I also can't believe you have been doing a job that required a clearance and haven't had one for 9 years. What special forms does Ft Hood have you filling out? I never had special forms people had to fill out even those who were born abroad. I haven't done S2 in a few years but this sounds weird.
