Do character or recommendation letters help a QMP board?

anyone written a character letter for an NCO being considered for QMP? Was the SM retained? Who sits on this board? is it CSM from your regiment?
i have a stellar NCO that i know going through this. i want to say that the whole ordeal against him was bologna, but i cant, right? after all, a Gen Off approved the GOMOR.
if you have the guidelines and/or an example that worked, it would be appreciated. hate to see a stellar guy go down for nothing.

When I first got out under QMP I WENT TO THE VFW AFTER SERVING FROM 1974-1990 AND I TOOK MY DDFORM 214 IN THEY REVIEWED AND SAID THAT I DIDN'T MEET THE STANDARDS OF A VETERAN BECAUSE I HAD NO OVERSEAS DUTIES WHICH I SERVED 3 TOURS OF GERMANY WAS IN AS A POST ERA VIETNAM VET AND THEY NO WAY. I Have never been so hurt in my life and I still think that after 16 plus years in I should Be able to be retired and but know they just Don't understand what you put your life thru protecting your country.

American Legion....go there. VFW = Veteran of Foreign War...my understanding you have to have that on your DD214. American Legion = All Veterans.
