SFC (Join to see) - by regulation, yes, that is correct. Does the 1SG have weight in that decision? Does what 1SGs say usually go? Let's not quibble over the semantics. Leave can easily be denied for not maintaining readiness and standards.

a 1SG can only recommend that the leave be denied. The CO is the approving authority for leave. SO, the CO can over rule the 1SG but most likely will not.

While the 1SG is not the approving authority for leave forms, he is the commander's senior enlisted adviser. Therefore, if the 1SG thinks your leave request should be denied, he will advise the commander not to approve, and the commander will likely concur.

I find it hard to believe that your NCO's did not keep you at the range until 1. you qualified, 2. ran out of bullets, or 3. ran out of daylight - also , as someone else pointed out, piggy back you with another unit running a qualification range until you did qualify. actions, or in this case, inaction, has consequences. In this case, your block leave packet can be denied. You had one job that day, put the minimum amount of bullets into targets to achieve qualification. You went through the zeroing process before getting up to the firing line, you should have been able to hit targets out to 200M easily.
