The Army came up with Specialist grade after WW2 /Korean war when the Army had Tech Sargent grades. should one research it, there was a Specialist 2 to Spec 8s' Specialist meant to be; clerks, cooks, RTO, mechanics medics, & every other MOS. With only NCOs of the Combat arms, Armor, Infantry, CBT Engineer, Artillery were to 'Lead' troops in combat.. Over the years Spc 2/3,6,7,8,9 were done away with in the RVN war & soon after the Spc grade was whittled down to 4,5 & 6. not much more than being paid/ promoted for having been in a war zone.

It might be a bit too easy to get at entry level. Their promotion rates are some of the toughest in the Army.
