You should be able to find that contact information on FMSweb.
However, bear in mind that MTOE changes take 5 years from approval to implementation, and the MTOE change affects all units with that MTOE, not just one, i.e. you will be recommending an MTOE change for all EN BNs when you do this.

You learn something new every day. I have actually never heard of anyone outside of higher echelon commands making any changes to MTOE.

SGT Joseph Gunderson - Recommendations can come from the lowest level, the ones that get traction are those with white papers discussing in detail the comparison of current MTOE and proposed change, with an O6 signature endorsement.
