I reenlisted in January 2018, retention said I’d get a little less than 9k (before tax) but I got 6k after tax. The money I did not receive, will I get that back in my tax return in 2019?
Appreciate any insight.

The bonus is just regular income. It is not taxed at 22%, it is withheld at 22%. If your total income for the year is E-4 and the bonus, you will have a liability of about 2500. Anything above this that was withheld will be a refund.
