Is it possible to get TDRL moved to permanent disability?

Attrition in war is caused by the enemy, production capacity, and technological know how. The Germans produced thousands of Panzers every year until they focused on producing Tigers. The production of Tigers fell to a few a hundred a year. They were over engineered, sucked a lot of fuel, cumbersome in urban areas, and sunk in the mud, and prone to break down. Of course our strategic bombing had an impact on production.
That being said, I think we are looking at the F-35 akin to the Tiger program. Thus, we are looking at producing legacy aircraft like the F-15 for the numbers.

Yes. It is temporary disability retirement list. You will be reevaluated and at that time a decision will be made about a permanent disability. But not until the review, whenever they choose to do that.
