The details are as follows. I was recently promoted, switched units and my old unit still owes me my NCOER. My final month at my unit I filled out my support page as needed. I am still waiting on my old unit to give finish that NCOER. Now with my new unit my Platoon SGT will now be my rater when he does my NCOER he will just put all of his information on the next NCOER? Correct? or is there an NCO CHANGE OF RATER ? my old or new platoon SGT needs to fill out? if so what exactly is a CHANGE OF RATER NCOER?

You are an NCO, you need to review the regulation and ask questions about what you don't understand, as opposed to asking the random, faceless internet to explain an answer that I already spelled out in written form per regulation.

SGT (Join to see) I always suggest writing your own. It makes it easier on your rater and they never remember what you've accomplished over the rated period.
If you have a helpful S1 you can have them create an NCOER and you can write in the comments. Otherwise, you can have them start one and write in your own accomplishments on the NCOER support form. They can directly transfer the comments over to the NCOER in bullets

SGT (Join to see) SFC (Join to see) Save that snapshot for future reference. Also, I agree with SFC Boyd about writing your own evals. That’s were you develop your creativity and you see how the evals start becoming unique. I have always written my own since a brand new E-5. Always have somebody else proof read it. It fascinates me to see unique NCOERs and not generic/overused bullets...

SSG (Join to see) and I think you have nothing better to do with your life than be an internet troll in quarantine and look up old threads to get mad at. If you want to be the Google button for someone no one here is stopping you

SGT (Join to see) I understand you are a new NCO, and the information you have been provided by CW3 (Join to see) is correct.
You've already gotten the "you're an NCO, look it up before you ask," so I know you'll do that in the future.
The problem is your entire NCO support chain, or whatever that is referred to nowadays, gets a No Go for permitting you to transfer units without this being completed. You may have thought they were squared away, and they may believe they are squared away, but this shows they aren't. This is why you have to read every AR, DA Pam, FM, TM, and local corresponding policy memo/letter for every issue.
Don't assume competence based on grade, position, or level of education.

As a NCO, you should be able to find the correct answer in the regulation. You need to take a hard look at yourself in the mirror and start educating yourself on basic NCO knowledge. The simple fact that you do not know about NCOERs, tells me that you have a lot to learn.

First Sergeant, you are correct. I am owning up to myself and trying to learn. In the form of educating myself on Reg's and through the knowledge of my seniors.

Chief, helped me locate the website and I have been reading a lot past 24rs.
