Does anyone know of instructions regarding mil to mil marriages, specifically Army to Navy?

I got a Sailor who husband is in the Army and she in the Navy and they are past the 6 month co-location separation marker and I was wondering if there is anything that can be done to get him moved over to VA faster. Thanks for your time!

PO1 (Join to see) they each need to request the married couples program. The soldier needs to drop a 4187 requesting it. More info available at HRC: https://www.hrc.army.mil/content/Married%20Army%20Couples%20Program
Key quote: "Soldiers married to a member of another branch of the U.S. Military (Air Force, Navy, etc.) are not eligible to enroll in the MACP program for automatic joint domicile consideration. However, Soldiers may request reassignment to join their spouse by submitting a DA Form 4187 to their career branch at HRC, Fort Knox, KY. The Army's intent is to extend the courtesy of the MACP to the other services and accommodate joint domicile whenever possible, with the needs of the Army being the final determining factor."

If they have done all that, there may not be a valid slot or PCS eligibility due to short time on Station. Truth be told, Joint couples I knew were in the program, but they had to find slots, career progression jobs, propose stationing options to their career managers. No one else was out making it work for them . Sometimes they took turns with key and developmental duties or agreed to suck up a PCS apart.
There are a laundry list of reasons why this is not moving fast. Not least of which strength management, MOS needs, career needs, needs of the Army, time on station requirements etc. I would have each SM start with their career manager and find out from there.
