My NCOER Thru date is 1 April 2019, my DS report date is 27 March 2019. Im tracking by reg that I will need to do an extended annual due to the fact that I will be at school during my rating period. I will also be looked at for SFC this yr, But im not sure how my board file will look to the members due to me not having an NCOER that closes out a yr after my previous one. It seems like it would look like i recieved no evaluation for this yr. Even though I know that an extened annual will be done upon my graduation and return to my unit, how will the board know my situation?

SFC (Join to see) the board members know how to read NCOERS. If you attend school the code "S" code is inserted. Then, your 1059 comes into play. The board can see the dates in question on your 1059. For example, 20171031 thru date 20190228. That's 16 months, total rared months 12, with the s code for four months, the 1059 cover the unrated four months. However, why not just close the annual ncoer if you qualify for one?

You are able to sign your NCOER 14 days prior to your thru date. Close out your annual before you go to DS school and get your extended annual next year. Next year you will have a few non rated codes like school and lack of rater qualification due to the time constraint. It’s late here. Am I making sense?

Im tracking about the school time as well as the 1059. The time im concerned about is after DS school. I will come back to my parent unit for a about 45 days, then I will PCS. How will those 45 days be accounted for?

SFC (Join to see) - I think between SFC (P) Palmer Utley and MSG (Join to see) you have a viable answer. When does the board convene and what are the thru date instructions in it? How does that line up with your other timing? I'd push to get an annual before school and eat the nonrated type time as codes on the extended annual. I once had a 33 month extended annual because I did two PCS schools back to back and the 1059s were there but no longer "counted" as OERs. So my first OER at my next duty station picked up from my last thru date and a eye chart worth of nonrated codes.

If you do the due course annual, you will have a good clean NCOER "on top" of your file. They'll see from your ERB that you are/were in school. After the board dust settles, the extended annual will plop in there, then not draw as much attention because once you get looked at for E8 you'll have E7 NCOERs stacked on top of them. It will be the meh blip that it is supposed to be. You'll also not have to worry about all this while in school.

So the board packets must be finalized by the end of 29 May. I have always been under the impression that whenever I PCS I should be leaving that installation with an NCOER (usually a change of rater). If I close out the annual 1 April 2019 (which technically I'm not supposed to due to me being at school during that time), go to school from 27 March 2019 to 2X May 2019 (graduation date). I will be at my losing unit from 2X May 2019 to 15 July 2019, then I will PCS to start my Drill Sergeant unit. I understand that I will not have enough time to generate a report if it is less than 90 days, but then that leaves me with no NCOER proceeding to my Drill Sergeant unit. Im not sure If I'm overcomplicating this, but I just don't want to be that guy that shows up to my next unit saying that I need an extended annual because I never closed out an report from my losing unit and have unrated time. In turn, that puts me in a weird spot for the centralized promotion board because my last NCOER closed out in April 2018 so the board members will be expecting to see a report from April 2018 to April 2019. I understand that having a fresh NCOER closed out right before the board will make me more competitive, but I'm also trying to do the right thing per reg for my next unit....

I didn’t make this stuff up of what I said. You will find it is the reg. Honestly, if you’re that torn up about signing an NCOER three rated days early, don’t do it. I’m only telling you what I think is best for you. It really shouldn’t even be up to you. Your rater and senior rater should be talking about this together and receiving guidance from the senior enlisted advisor in your organization. It sounds like you are over complicating this and worrying too much about being “that guy at my next unit”. Whichever your rater chooses, good luck with the board and DS school.

SFC Bowser makes a great point. In either case the board members are fully briefed on all aspects of the process. They spend a couple of weeks prepping for the boards collectively ensuring they fully understand all areas associated. They would not be baffled by your extended. Thank you for your service Nd accepting the challenge of DS duty.
