What are the regs for prior service promotions?

I rejoined the army 14 months ago as a PFC and everyone I ask about when I will get my SPC have different answers. I have over 6 years TIS and thought I would be working on getting my E-5 by now.

There is only one regulation for promotions, AR 600-8-19, and it covers prior service issues as well.
