How can I determine what a specific ATRRS cancellation reason means?

Turned in a reclass packet For 17E, 20 days ago and got a class seat schedule for OCT2019 two days later i get a cancellation email stating:
Reason for cancellation: REGISTRATION CANCELLED BY HRC THROUGH RETAIN N C
what does this mean??? Am i still approved?
