Federal tax revenue for 2014 was $3 trillion. We spent $3.4 trillion.
It's projected to be $3.2 trillion for 2015. We are projected to spend $3.7 trillion.
The 2016 budget proposal assumes $3.5 trillion in revenues but $3.9 in spending. The 2016 revenues would result in a modest surplus if the spending levels for 2014 or 15 were used. So, why? Why insist on another $400 billion added to the debt? What is so important?

$400 billion a year for 10 years is $4 trillion added to the debt. Why do we want that?

This is what happens when the electorate does not hold the politicians it elects accountable for their actions, or lack thereof.

Votes. Establishing a permanent democrat voting base. Making sure the majority of Americans depend upon some sort of gov't assistance. Making every vote personal for every person virtually guarantees a vote for Uncle Santa Claus. Nobody wants to lose their job, not even politicians.

As additional perspective, $400 billion is 2/3 of the proposed Defense budget for 2016.
