SGT (Join to see) Hookahs are not considered paraphernalia unless you're using it as such. Hookah are used to smoke tobacco, and are not designed for anything else.

SGT (Join to see) - That in essence is correct. A hookah is also not defined, by a statute or policy, as one.

SGT (Join to see) - I will say that if you are caught using it while doing drugs, it can be charged as drug paraphernalia.

SGT (Join to see) by that line of thinking rolling papers, pipes, butter knives, stoves, soda can, lighters, and spoons are drug paraphernalia and should be prohibited in the barracks.
Also, anyone who uses a hookah for drugs is wasting their own money. Hookahs waste a lot of tobacco just sitting around and burning the leaf

That's a ridiculous line of thinking to think that a hookah by itself qualifies unless you're smoking weed from it at the time. Plenty of inanimate objects can be used for both good and bad purposes.

I hope not. We used them all the time in Iraq.

This is what happens when an NCO "knows" something.
Sorry, but this is a HUGE pat peeve for me.
NCOs think things, and then act like they are the truth, and then smoke privates who ask for the reg to prove they are right, but there is not reg or it EXPLICITLY says the NCO is WRONG.
Not accusing you, but just want to say that more of us need to have the balls to read and admit when we are wrong.
