Can my unit defer my PCS orders for an upcoming NTC rotation?

No, what happens is that everyone not on orders whose ETS is at least 90 days past the end of the rotation is given a stabilization code to prevent them from PCSing.
Orders can be deferred for operational reasons such as a deployment, but NTC is not an operational reason.

SPC (Join to see) your unit can make up whatever requirements they want to if they want to take you before you ETS. You are required to have about two weeks to clear. Your commander doesn't even have to approve your transition leave and you could be forced to sell your leave

I have a question , for operational deferments of schools, ie: Drill Sergeant school for Rotation and deployments can the chain of command send the request for deferment without the Soldier signing the DA form 4187 ?
I’ve read the Miller msg but I didn’t see anything about the SM signing for that one so I was asking for your knowledge
